Hedgerow Clearance at Dell Piece East

A number of residents have written to express their concerns at the extent and timing of the hedgerow clearance work undertaken on the southern side of Dell Piece East, in preparation for the Land East of Horndean Development.

Horndean Parish Council shares these concerns and submitted requests to EHDC Planning Enforcement in May, requesting urgent confirmation that all appropriate licences and environmental protection measures were put in place prior to the works being undertaken. The following responses were received:

Thank you for your enquiry.The attached approved plan shows in red the extent of hedgerow removal that’s been consented under application 55562/005.

In terms of trees and hedgerows within the main sites, and along the Havant Road, the planning services team spoke with the developer last week and they confirmed that they are not removing any more trees or hedgerows than they have approval for and the necessary protection is being installed. They also confirmed that they have the necessary approvals from Natural England in terms of works they’re carrying out.

The additional clearance works which have been undertaken to the north, are believed to have been carried out by Hampshire County Council. These works are part of the s.278 works, as approved by HCC to carry out the Highway/ Roundabout improvements required by the s.106 Agreement to the wider Outline Consent.

We were further informed that the wider works involving hedgerow removal were undertaken by Natural England licence in respect of Dormice and were being overseen by a qualified Ecologist.
